    In the new War College curriculum instituted in September 1972, tactics was one of the three disciplines taught in the new curricula of both the senior and junior courses. The rationale for studying strategy and management at the War College seemed self-evident, but why tactics? We had come to believe that tactics was a specialized subject which belonged in the domain of functional warfare schools. Tactics is taught in the Fleet ASW School, Air Training Command, Submarine School, and Fleet Anti-Air Warfare School. Yet tactics had virtually disappeared as a subject of study at the Naval War College

    Supreme Court Power Play: Assessing the Appropriate Role of the Senate in the Confirmation Process

    The Bush Administration will likely have the opportunity to make a number of appointments to the Supreme Court; however, such nominations may lead to contentious confirmation hearings in the Senate. When such an appointment opportunity does present itself, questions are bound to arise concerning the appropriate role of the United States Senate in the confirmation of Supreme Court nominees under the advice and consent provisions of article H of the Unite States Constitution. Disputes over the Senate \u27s proper role and scope of inquiry seem to emerge whenever a nominee has faced the confirmation process and have been a timeworn subject of legal debate. In this Article, we assess the proposition that the Senate should have an active role in the confirmation process, which includes investigation into a nominee\u27s ideological beliefs and constitutional philosophy. We begin by examining the background of the Constitution\u27s advice and consent phraseology and consider early applications of the confirmation process by senators during the eighteenth and nineteenth centuries. We then discuss the struggle for judicial selection power between the Senate and the President and conclude by suggesting the need for an active Senate response to executive nominations

    The Gamification of CRS 559: Principles of Creative Problem Solving

    The well-respected Buffalo State College International Center for Studies in Creativity (ICSC) offers undergraduate and graduate degrees in face-to-face and online formats but has taught its online courses using predominantly traditional design formats. For their master’s degree project, graduate students David Yates and Dylan Gafarian hoped to lead the department in a new direction by creating and teaching an online game version of CRS 559--Principles in Creative Problem Solving, which is the first course in both the Certificate and Master’s Degree in Creativity and Change Leadership. Yates and Gafarian followed established practices for both game structure and online course design. They took their lead for the latter from training provided by the State University Of New York Information Technology department, and used that department’s Open SUNY Course Quality Review (OSCQR) as a guide (See Appendix G). Yates and Gafarian team taught their gamified version of CRS 559 in the spring of 2019 and followed well-documented pedagogical practices for effective online teaching

    Whistler mode waves upstream of Saturn

    Whistler-mode waves are generated within and can propagate upstream of collisionless shocks. They are known to play a role in electron thermodynamics/acceleration and, under certain conditions, are markedly observed as wave trains preceding the shock ramp. In this paper, we take advantage of Cassini's presence at ~10 AU to explore the importance of whistler-mode waves in a parameter regime typically characterized by higher Mach number (median of ~14) shocks, as well as a significantly different IMF structure, compared to near Earth. We identify electromagnetic precursors preceding a small subset of bow shock crossings with properties which are consistent with whistler-mode waves. We find these monochromatic, low-frequency, circularly-polarized waves to have a typical frequency range of 0.2 - 0.4 Hz in the spacecraft frame. This is due to the lower ion and electron cyclotron frequencies near Saturn, between which whistler waves can develop. The waves are also observed as predominantly right-handed in the spacecraft frame, the opposite sense to what is typically observed near Earth. This is attributed to the weaker Doppler shift, owing to the large angle between the solar wind velocity and magnetic field vectors at 10 AU. Our results on the low occurrence of whistler waves upstream of Saturn also underpins the predominantly supercritical bow shock of Saturn.Comment: Published in Journal of Geophysical Research: Space Physics (January 2017) 21 pages, 4 figure
